In the Senate you will see two options, one below the harbour and academy and the other below the temple and marketplace. Basically you can choose one of these bonus buildings from each side... But which one will be the best.
Generally the best option from the ones on the left is the Thermal Baths as it will bump up your max population number, this will be important later int he game when you start to build huge armies. Alternatively, the Theatre can be considered a worthwhile option as it enables you to increase your culture points which will get you the option of having more cities... As you get more and more cities, the theatre could be considered the best option of the two.
Ok, the ones on the right side... Either the Divine Statue or Tower. In revolt games, possibly the tower has the edge as it can't be used against you as it can in a conquest type action. The divine statue will give you a bonus equivalent to five temple levels in terms of favor generation.
