There's a couple of ways you can take to get to Croatoa:
1: Take any Green Line train.
2: Use an Ouroboros Portal (if you've got one), go to Independence Port, Talos Island or Founder's Falls and go to the connecting zone door to Croatoa.
3: Use an SG base teleporter (if you have access to one)
4: Otherwise, Croatoa is connected to these other zones: Brickstown, Steel Canyon, Skyway City and the Midnighter Club.
